A ranking of county incidents was then applied to the 47 counties with sufficient cases of injection drug-related AIDS to determine which counties have the highest and lowest rates of AIDS cases. Performance measures were developed by collecting data from the director survey. In 2000, we compared the program characteristics to those in 2002.

We calculated the total annual salary and benefits paid to staff, volunteers, days of the week open, weekly open hours, contacts, and annual syringes exchanged, as well as the total operating costs.
